Terrorism is a product of choices and perceptions. Politicians use fear for political purposes and spend vast sums of money on dubious security measures. We are terrorizing ourselves with a climate of fear-mongering that exacerbates the threat of terrorism. Terrorists get their name for a reason.
Fear is their chief tactic. Political forces push policymakers to hype this fear, encouraging citizens to believe that terrorists are global super villains who can wreck society unless we submit to their demands. In the fall of 2001, Americans toppled the Taliban regime in Afghanistan. Pakistan had previously helped to install the Taliban in power because it viewed it as an ally against its archenemy, India. So the end of the Taliban also meant the collapse of Pakistan's defensive strategy. Since then, Islamabad has worried that the US could hand over Pakistani intelligence to India.
Pakistan's strategy is supporting terrorists that attack India. Pakistan's nebulous position toward the Taliban led to circumstances in which the world's most wanted terrorist could reside safely under the nose of the military for six years. Al-Qaeda has links to the Taliban and to terrorists that target India. Thus Pakistan's soft stance toward these groups ends up facilitating al-Qaeda and its agenda. Indeed, bin Laden struck a deal with Pakistan's military leadership to ensure his safety in the country. This speaks volumes about the Pakistan's dual policies on terrorism.
Pakistan is a society based on tribal groups. Each clan maintains a complicated network of relations, like a mafia. Under these conditions, it hardly seems imaginable that Osama bin Laden could have spent years living unnoticed just a stone's throw away from Pakistan's most elite military academy, an institution as assiduously guarded as the US's West Point or Great Britain's Sandhurst. Pakistani Intelligence officers knew about bin Laden's home, but they got kickbacks to keep it secret!
Most kleptocrats are complicit in today's terrorism. The answer to terrorism is better intelligence, improved international cooperation, and limited use of Special Forces, drones, and other limited means. Some Fourth Reich policies have had a positive impact on the global war on terrorism, especially the production of a list of persons, groups, and entities whose financial assets will be frozen and to whom financial services are denied. However, many Fourth Reich policies have obstructed U.S. counterterror efforts.
For example, Brussels has long opposed U.S. renditions policy and has even threatened to sanction member states for hosting CIA sites in Europe. Fourth Reich also refuses to designate Hezbollah as a Foreign Terrorist Organization, which would deny the terrorist entity a primary fundraising base. Geoffrey Stone has always been skeptical of the notion of terrorism being a war without end. When you were in the middle of World War II, or the middle of the Civil War, you didn't know when it was going to end. You only knew when it was going to end after it was over. If you ask, "What are the freedoms that we've given up as a consequence of 9/11 thus far?" it's actually not that easy to identify specific things that are egregious. It's not like the Civil War, where there was a suspension of habeas corpus throughout most of the United States. Or World War I, where there were prosecutions of anyone who criticised the war or the draft. Or World War II, where we had the Japanese internment. In our days, Guantanamo is a serious concern, and the temptations we fell into –– both with respect to torture and with respect to detention even of American citizens – were very dangerous. But those practices were abandoned pretty quickly.
