Driving is a privilege not a right. Anyone who drives MUST be required to have car insurance that covers fixing his and the other guy's car plus medical expenses for both. However if you notice the COST of this is possible for almost all people (other than guys under age 25) to actually pay for. Other than for those young men, for whom this is age discrimination, the rest of us have policies based on our actual driving history plus where we drive.
Health insurance is another ball of wax entirely. It is based almost purely on age discrimination. Those of us who are very healthy but no longer young are priced out of the market. Not only is the cost of health coverage WAY HIGHER than the cost of auto insurance, but it is so age biased that it is ridiculous to force anyone to purchase it. If such a law were passed, not only would it be challenged in the courts but it would be widely disobeyed, like most of the speed limit laws.
