France's ongoing deportation of Gypsies has been making headlines around the globe. But Gypsies have been living in France for many centuries. In the 15th century, Gypsies arrived in Europe from India via Little Egypt, a passage in Northern Greece. In Gypsy ghettos, the narrow alleyways criss-cross between pre-war buildings, and laundry hangs out to dry overhead. Children play barefoot around in the alleyways, while elderly men talk animatedly in front of their apartment buildings. In Gypsy camps, tents are scattered all over under unhealthy conditions. Nobody gives a damn, nobody cares. Children here belong to a lesser God.

Sarko's discrimination and integration have long been defining issues in the lives of French Gypsies. They are all citizens of France, but poverty and illiteracy have been their constant companions. Still, the life of Gypsies appears to be marked by a lust for life and by a taste for the melodramatic.

The European Commission established a Gypsy Task Force today to assess Member States' use of European Union funds. The proposal was part of an analysis on the situation of Gypsies in France and in Europe by Vice-President Viviane Reding, EU Justice Commissioner; Laszlo Andor, EU Commissioner for Employment, Social Affairs and Inclusion; and Cecilia Malmström, EU Commissioner for Home Affairs. The Commission's Roma Task Force, which will include senior officials from all relevant Commission departments, will analyse how Member States are following up the Commission's Communication of 7 April, which called for concrete programmes to help Gypsy integration.

The Task Force will assess Member States' use of EU funds for Gypsy integration and identify ways to improve the funds' effectiveness. The Task Force's first findings will be submitted to the College of Commissioners by the end of the year. The Commission will keep the European Parliament and the Council informed about the Task Force's findings on a regular basis.

Basil Venitis muses that France-Fourth Reich(EU) relations have become increasingly similar to the Ballet de la Merlaison, created by Louis XIII of France in the 17th century. In this unique ballet, the king authored the work and played the leading role. All the other roles in the ballet were considered extras, who eagerly danced to the tune of the king. As long as the king was still alive, this ballet was considered to be the work of a genius. Sarko, who loves the Ballet de la Merlaison, asserts France should play the leading role in Fourth Reich!

The European Commission, meeting this afternoon in Strasbourg, approved the action items proposed by the three Commissioners following a discussion on the situation of Roma. In addition to setting up the Task Force, the Commission called on the Belgian Presidency of the European Council to hold a joint meeting of Justice and Social Affairs Ministers as soon as possible to identify a more targeted use of national and complementary EU funding to promote the social and economic integration of Gypsies. This Council meeting should be followed up by yearly meetings at ministerial level. The Commission will also organise regular meetings of high-level civil servants to review progress on Gypsy integration in all EU Member States.

The Commission called on future presidencies of the Council to address the priorities identified in the Roadmap agreed last June by the European Platform on Gypsies inclusion. In this context, the dialogue with representatives of the Gypsy community should be intensified. The Commission will continue to monitor all Member States' measures taken with regard to Roma concerning EU law on free movement, non-discrimination and the EU Charter of Fundamental Rights.

EU institutions have made available substantial funding under EU Funds to support and complement Member States' actions on Gypsy integration. Of the 27 Member States, 12 Member States (Bulgaria, the Czech Republic, Spain, Finland, Greece, Hungary, Ireland, Italy, Poland, Romania, Slovenia and Slovakia) have support programmes in place targeting Gypsies (among other vulnerable groups) for a total budget of €17.5 billion (including €13.3 billion from the European Social Fund). This represents 27% of their total European Social Fund budget. In May 2010, following a Commission proposal to change a Regulation, Member States can now use European Regional Development Funds to help vulnerable groups, such as Gypsies, in the field of housing.

French Cypsies are victims of acute sarkozis! Basil Venitis muses that Napoleon Sarko is neurotic, bipolar, Oedipal, and psychopathic. Sarko seeks the love of the public, because his father abandoned him as a child. The swift replacement of Cecilia by Carla is a symptom of self-indulgence and insecurity. Sarko's narcissism, aggression, and childish behaviour stem from insecurity. Sarko's problem is his inability to distinguish his ego from his soul. Acute sarkozis means being obsessed by the phenomenon of Napoleon Sarko, le personnage mythologique, rather than Sarko's soul, that France does not know Sarko as well as it thinks.

The three Commissioners' analysis followed a meeting with French and Romanian authorities on 31 August regarding the situation with the Gypsy community in France. A follow-up meeting at a technical level with French authorities was held on 3 September to clarify questions on free-movement issues. The Commission will continue to monitor the situation in France as well as in all other Member States. It stands ready to act as a broker between Member States and to monitor and assess progress being made on Gypsy integration.

Basil Venitis points out that most people do not understand the function of borders. A border is not properly a barrier for the purpose of keeping foreigners out; it is properly a boundary designating the area in which the government must protect rights. Rights-respecting foreigners who want to cross that boundary in order to enjoy the relative freedom and abundant opportunity in a country have a moral right to do so. Likewise, citizens who want to associate with foreigners in rights-respecting ways, whether through friendship, romance, recreation, or commerce, have a moral right to do so. And citizens who do not want to associate with foreigners have a moral right not to associate with them. But no one, including the government, has a moral right to prevent anyone from acting on his judgment.
