This is Swayseeker and here is an idea for a film. If anyone makes such a film, please give me a little contribution from the profits you make:
A politician X decides he wants to help stop despots in African and other countries. He decides to make people politically aware by copying ideas from the USA where they have popularity polls. He feels this will give people an idea of votes parties should get and this will help stop vote rigging. He downloads a free statistics program such as ConfTwoProp (this is a real non-fiction program that may be downloaded at http://www.4shared.com/dir/6vUP2Vn9/sharing.html ) that will help political parties in countries estimate their support base in many different districts and allow them to publish popularity before elections in local newspapers. In this way he helps with political awareness in trouble spots and gets the UN to enter earlier where vote rigging is suspected. He gets the computer stats program distributed via human rights organisations (or mercenaries)so that political parties can publish popularity results in local newspapers.
The film could have mercenaries from Africa distributing ConfTwoProp or some other stats progrm to local political party offices.
In the film, governments might try to stop publication of popularity polls, but political parties could use the internet and so on.
