With exceptions to Teddy Roosevelt, Chester Arthur, and to some extent, Ike, the GOP sleeping habits have stayed the same, since the days of Alexander Hamilton. The GOP mantra has always been, GIVE to the RICH first, and hope "trickle down" schemes fool enough of we the people to keep them in power.
