If you believe the newspapers, a kindergarten in a town built by Jewish refugees
from Yemen is about to doom all hopes for peace in the Middle East. Forget the
fact that there was never any peace long before a few dozen Jews who fled Yemen
built themselves a small town where they could raise their families, without
being murdered for their faith or driven into ghettos-- as is the fate of the
last remaining Jews of Yemen. Forget a thousand years of Muslim bigotry, which
time and time again have exploded into orgies of violence, pogroms of hate and
terrorist atrocities. No, it is the kindergarten at Kiryat Netafim that is at
fault here.

The very same headline scribblers who chastised Americans as hopelessly racist,
for not wanting a mosque to be built where thousands of people had been murdered
in the name of Islam, are united in denouncing the terrible evil of this
kindergarten. If it were not for this kindergarten, doves would be flying
overhead with olive branches. And everyone would be dancing and singing
"Kumbaya." If it weren't for that specter of that terrible kindergarten ruining
it all.

There is of course no objection to Muslims building things anywhere they want.
Oil money from the gulf states is pouring in to finance Muslim construction
without a word from the White House. While Jewish homes, barns and kindergartens
are denounced as "obstacles to peace", Muslim construction is not even a topic
of discussion. The underlying bias behind this attitude is rather blatant. A
Jewish home is illegitimate. A Muslim home is unquestionably legitimate. Just as
a mosque near Ground Zero gets wrapped up in the flag, and a church gets tossed
aside. The rights and wrongs always manage to come up star and crescent for
Muslims, and snake eyes for everyone else.

Through that distorted lens, a kindergarten can become a threat to peace and a
mosque at Ground Zero, an act of tolerance.

So the US State Department announced that it was "disappointed". The British
Foreign Minister topped that by announcing that he was "very disappointed". Not
just disappointed, very disappointed. Moscow is reportedly "concerned". Sarkozy
stated that the construction must stop and invited everyone to a summit in Paris
to talk about it, a proposal that seems to have more to do with helping promote
tourism and his own popularity, than with peace. Ireland's extremist Foreign
Minister, Micheál Martin, who had already pandered to Castro and Hamas, used his
UN speech to berate Israel. Baroness Ashton of the EU, who often makes Martin
look like a moderate, announced that she "strongly regrets" Israel's decision to
allow people who happen to be Jewish to build kindergartens for their children.

But will there be peace if Jewish families in Kiryat Netafim are deprived of a
kindergarten? A brief history of the last thousand years, or even the last
seventeen years during which Israel has bent over backward to a coalition of
terrorist groups run by Yasser Arafat, would suggest otherwise. The media
assures us that the fate of peace hangs on negotiations with the illegitimate
leader of a declining terrorist group who doesn't even control Gaza anymore.
Negotiations which Mahmoud Abbas, Arafat's successor, has already turned into a
farce by refusing to even recognize Israel as the Jewish state.

While Israelis continue to be murdered by terrorists, the Obama Administration
and its media lackeys insist that the real barrier to peace is at the
kindergarten. But yet with no kindergartens under the settlement freeze, there
was still no peace. There were hardly even any negotiations.

Israel's Druze-Arab Deputy Minister, Ayoob Kara, put it bluntly; "The game in
the Middle East is strong. Kill or be killed." The Obama Administration and the
European Union have been insisting that Israelis should allow themselves to be
killed, rather than kill. To concede on everywhere in the hopes that if Israel
humiliates itself enough, then its Muslim enemies will finally feel good enough
about themselves to make a lasting peace. That was Kissinger's strategy in the
70's, which cost thousands of lives and nearly destroyed Israel. And it has been
the theme of the latest stage of the "Peace Process."

That is why there can never be any serious talk of "Peace for Peace". It isn't a
matter of meeting around a table, shaking hands and deciding to make war no
more. No, the poor bruised Muslim ego must be soothed at the expense of the
infidels.

For Muslims to be able to live in peace with non-Muslims, they must be able to
assert their sense of superiority, to put their boot on the infidel's neck,
claim the traditional privileges of a racist and bigoted majority, ruling over
irritating minorities who must be taught their place. Otherwise they will pout
and whine, and declare Fatwas and Jihads, give their support to terrorist groups
promising them a brand new Caliphate and anything else that will nurture their
sense of grievance at the loss of their former status.

So there must be a mosque erected at Ground Zero, and NASA's chief mission must
be to make Muslims feel good about their scientific accomplishments. And Israel
must stop building homes in a part of Jerusalem, from which invading Muslim
armies ethnically cleansed Jews, only a few years after the Holocaust. Europeans
must be forbidden from eating during Ramadan and 9/11 memorials must incorporate
Muslim themes. We ban burning the Koran and censor cartoons that offend Muslims,
the only religion to receive such privileges. And when all that groveling is
said and done, will there be peace?

In a pig's eye.

Israel achieved its peace treaties through war. Had it not shown that it could
defend itself, endure the worst that the Arab Socialist dictatorships could
throw at it, and still survive-- then there would have never been any peace
treaties to sign. That is why the Cold Peace with Egypt and Jordan holds, while
the Peace Process with the PLO has failed badly. Israel almost defeated
terrorism, but it gave into it in the end. And that was a fatal mistake.

It was not goodwill or a trickle of the milk of human kindness that brought
Sadat to Jerusalem, but the recognition that further war was a doomed course.
That understanding has never trickled down to the average Egyptian, which is why
the peace remains only a Cold Peace. Regime change will send it tumbling down,
in Egypt and in Jordan. Because until the average Arab Muslim matures enough to
set aside his arrogant sense of superiority over the non-Arab and the
non-Muslim, there can be no peace.

Pandering to people who want to kill you, only wins you a place at their feet.
At best. The spot of the Dhimmi, the house slave and the serf. It does not bring
peace, only the peace of submission that Mohammed offered to the Jews of his
day, before exterminating and enslaving them anyway. That is the way business
has been done in the desert long before Mohammed. It is likely the way business
will be done there long after the sands have buried Mecca over, as they have
buried over so many ancient cities amid the dunes.

Western diplomats know enough of the Muslim mind to pander to it. To soothe it
with deep bows and kowtows. With flattery and praise. But rather than soothing
it, such antics only feed the worst of it.

Whatever small hope for peace there ever was, went into the rubbish basket of
history, once the pandering began, and it was clear that Muslim terrorists would
never be held accountable for anything they did. Similarly once American troops
stopped being the goliaths in the helicopters raining down death on Taliban and
Republican Guard alike, and became smiling faces eager to help rebuild, the
tables were turned. Muslims once again felt themselves to be superior to the
vulnerable infidels. And the violence really took off.

When we measure offense not by the deed, but by the need to appease the violent
tempers of murderers, then what we have is not the basis for peace, but the
terms of surrender. Muslims who have grown too used to a history in which they
were the rulers, the enslavers and the conquerors, must adapt to a history in
which they are not the master race, but only another group in a large global
tapestry of them. If they cannot do so, then the war and the violence that they
habitually spawn will continue.

We can blame the cartoonists, the kindergartens and anything else that offends
the Muslim ego-- but that will not bring peace. Only when we place the
responsibility on Muslims to embrace change and abandon hate, can there ever be
peace.

The Jewish New Year is upon us and with it a number of predictions, coming
surprisingly from the mouths of rabbis specializing in 'kosher' mysticism. Among
prophecies issued are the collapse of empires, the death of a non-Jewish leader,
and the flourishing of Israel's economy.

"God will cleanse the world and erase China from the world this year, and there
will be rough winds there," Nir Ben-Artzi, a local kabbalist rabbi, told a
conference on Yom Kippur held in Telamim.

Europe and the US would also "fall apart", he said, adding, "The earth is tired
of the impurity in the world and that is why there will be
earthquakes."

Ben-Artzi, who is considered by his followers to have supernatural powers, also
had optimistic tidings for his audience, but only where Jews were concerned.

"There will be no end to the realty in Israel. The state will grow as we push
Syria and Jordan aside. Israel will be the richest country in the world in money
and in spirit," he said. "Though it sounds deluded, the messiah will reveal
himself in these days."

Rabbi Mordechai Ganot, who is slightly more accepted among mainstream
haredim, also voiced his predictions. He is considered a top specialist in
astronomy, despite never having taken an academic course on the subject.

'Davar Be'ito' (Everything in its Time), the popular calendar he produces,
portrays scientific maps of the sky and the planetary orbits. With it he
predicted that a leader would die this Jewish year.

"If a lunar eclipse occurs in the month of Sivan, in the summer, then a
great gentile king will die and another rise instead, and there will be a
great confusion between them," he quoted from an ancient text. "It is
entirely probable that his death will be preceded by an earthquake. It is
hinted in a biblical verse."

Computer virus dubbed 'Chernobyl'
A solar eclipse is expected in the month of Tevet, just two days ahead of
Shvat, but despite the fact that the calculations are off by two days he
warned, "If the sun is eclipsed in Shvat, great confusion will come on the
world , and from the side on which the eclipse begins there will be evil
in the world and the highest mountains will be destroyed."

But not to worry, there are also scenarios that can be prepared for. The
rabbi says that on the 22nd of the month of Nissan, in the spring,
humanity must beware of a computer virus dubbed 'Chernobyl', because that
day, according to the Gregorian calendar, is the anniversary of the
nuclear disaster that occurred there, and this will spark a global hacking
spree.

In Tammuz, which falls around summertime, Rabbi Ganot's calendar predicts
that "giant jellyfish" will invade the shores of Israel and endanger
bathers.

Lastly, in the months of Tevet and Shvat the rabbi recommends refraining
from slaughtering geese "because at the time of slaughter, the angel of
geese has permission to harm the slaughterer".

UN Flotilla Report Lacks Credibility and Transparency
Human Rights Council Refuses to Disclose Witnesses, NGOs that Contributed to Report

JERUSALEM - The UN Human Rights Council's (HRC) report on the May 31, 2010
flotilla violence is based on secret and unverifiable allegations, is highly
biased, and is therefore no more than hearsay, finds NGO Monitor, a
Jerusalem-based research institution.  The HRC-appointed "fact-finding
mission" submitted the report to the HRC during the Fifteenth Session
currently underway in Geneva.

"This so-called fact finding mission met with numerous political advocacy
NGOs and interviewed hundreds of witnesses from different countries, but it
refuses to disclose these names or their statements," says Professor Gerald
Steinberg, president of NGO Monitor. "The UNHRC and their latest 'report'
indicting Israel have no legitimacy if the sources of the allegations and
narrative are hidden.  Unfortunately, this is indicative of the general lack
of transparency surrounding the role of NGOs in the exploitation of human
rights and international law."

The "Free Gaza" flotilla violence involved the IHH, a Turkish-based
organization with a history of links to terror, as well as the ISM, whose
virulent incitement against Israel is also well documented. But instead of
focusing on these organizations, the mission, chaired by Karl
Hudson-Phillips, former justice on the International Criminal Court in The
Hague, interviewed some participant-witnesses as well as ambassadors in
London, Geneva, Amman, and Istanbul.  News reports show that interviews in
Jordan included members of the Muslim Brotherhood and those involved with
anti-normalization campaigns with Israel. In addition, the panel spoke to MK
Hanin Zoabi, a member of the Balad party, which rejects the idea of a Jewish
state.  Zoabi has also spoken in support of Iran's fierce hostility to
Israel, and was on the boat involved in this violent incident.  But the
sources of other testimony remain secret.

"The UN is required to adhere to the highest standards of transparency,
particularly when it relates to an inquiry such as this," adds NGO Monitor
legal advisor, Anne Herzberg.  "Instead, by not releasing the names of NGOs,
all individuals involved, or their allegations, the UN and the NGO community
are again violating basic requirements of due process and good government.
This is but another example of the bias that plagues the Human Rights
Council and highlights the moral failings of those organizations that
collaborate with it."

The Goldstone "fact finding mission," established by the HRC, on the
2008-2009 Gaza war also relied heavily on NGO claims that were cloaked in
secrecy and could not be verified. Witnesses and contributors to that report
were not allowed to be cross-examined.  NGO Monitor's repeated inquiries to
the Mission's office and Mr. Goldstone himself regarding the contributors to
that report (September 2009) were ignored. The manner in which the HRC is
now hiding the sources of the flotilla report shows no change.

"Both the inherent bias and the manner in which the UN conducted this
inquiry deserve the strongest condemnation," adds Steinberg.  "When highly
political NGOs are among the main sources of allegations, and their roles
are entirely secret, without any accountability for their claims, the entire
process is invalid and immoral. This is another case highlighting the degree
to which NGOs and their UN partners have appropriated the rhetoric of human
rights, international law, and morality while violating these core values.

The truth about Pope Pius XII: Are we getting it?

When it comes to the role of the churches and of Pope Pius XII during WWII, the world seems to be divided into three camps: those who are neutral or don't care, those who defend the actions of the churches and the Pope at all costs and sometimes by twisting and stretching facts to make them fit with their position, and by those who think that the churches and the Pope simply accepted the fate of the Jews as something they deserved and/or as an acceptable casualty of war. Most of the times apologists for the churches or the Pope accuse those in the latter group of not "getting it" and of being unable to see that the Pope worked tirelessly to save Jews.
 
Actually, I think we "get it" all right. I think it's them that are failing to understand. Why would millions of people around the globe, including the world's foremost Holocaust scholars and historians fail to be persuaded by their arguments and their documentation? Do they ever ask themselves this question? Are we all malicious, bigoted, or just plain stupid? Apologists for the Pope gather documents and testimonials, and organize symposiums to discuss all this. But none of the most respected Holocaust scholars ever attend these symposiums. Why is that? Historians go to symposiums and conferences all the time, and they would jump at the possibility to get exposure to new documents. But as the defenders of the Pope bitterly complain, mainstream scholars do not attend their symposiums. Not even via teleconference. So, it isn't a financial reason. No, they simply do not want to attend. Why do you think that is? Could it have something to do with their belief that the research performed by the apologists is poor? Could it be that mainstream scholars believe the interpretation of the data the apologist are presenting is wrong? Could it be these scholars suspect the affidavits they've got? Could it be they suspect their motives? Could it be they see an attempt to mislead the layman by presenting facts to mean things they don't mean?
 
The reason why papal apologists are not getting traction with mainstream scholars is because scholars think that discussing history with them is akin to discussing religion with religious fundamentalists. In essence, it's a futile effort, like arguing with someone who believes the Earth is flat. No amount of evidence, no amount of argument and disputation seems to move them form their preconceived, immutable position. So, no reputable scholars want to join them in their symposiums because they do not want to lend their prestige to the event, and because they know they would be talking to a wall.
 
I think the world would change its mind about Pope Pius if his defenders found that he had acted like the leaders in the Danish and Norwegian Lutheran Churches or the Orthodox Church in Bulgaria, or even like some of his own bishops in the Catholic Church in France, for instance. When the Germans were about to deport Bulgaria's Jews, the Patriarch of the Orthodox Church successfully mobilized the faithful to prevent just that. When the Germans were about to deport Denmark's Jews, the leaders of the Danish Lutheran Church mobilized the faithful to prevent just that as well. In a letter of protest sent to the German authorities before the deportations from Denmark began in October 1943, which was read from the pulpit in churches in Denmark, Bishop Hans Fuglsang-Damgaard, with the support of all the Danish Church's bishops, said:


"Whenever persecutions are undertaken for racial or religious reasons against the Jews, it is the duty of the Christian Church to raise a protest against it for the following reasons:
. . . Because the persecution of the Jews is irreconcilable with the humanitarian concept of love of neighbors which follows from the message which the Church of Jesus Christ is commissioned to proclaim. With Christ there is no respect of persons, and he has taught us that every man is precious in the eyes of God. . . .

. . . race and religion can never be in themselves a reason to deprive a man of his rights, freedom or property. . . . We shall therefore struggle to ensure the continued guarantee to our Jewish brothers and sisters [of] the same freedom which we ourselves treasure more than life.

. . . We are obliged by our conscience to maintain the law and to protest against any violation of human rights. Therefore we desire to declare unambiguously our allegiance to the word, we must obey God rather than man."
Scholarly and world opinion about Pope Pius XII would change in his favor if he were found to have publicly said something like this. His moral standing would be restored if he was found to have spoken plainly and clearly through pastoral letters, encyclicals, Vatican Radio broadcasts or through his bishops from the pulpits of all churches so everyone would know that he specifically instructed the faithful to act, not just to save Jews, but to stop denouncing, hunting them down, deporting them, and murdering them.
 
But not through veiled messages no one understood. Not through secret missions. Not through silence, which was interpreted as tacit approval. There was nothing "heroic" about the Pope's supposed "discreet" behind the scenes work on behalf of the Jews. There was nothing "heroic" about his silence, and even less of his obtuse, vague messages. As a consequence of the Pope's inaction (or at least ineffective action), the Germans deported over 1000 Roman Jews to their deaths with what was perceived to be carte blanche from the Pope. As a consequence of what Bishop Fuglsang-Damgaard and all the Danish Lutheran Church's bishops did, and what Archbishop Krill and the Bulgarian Orthodox Church did, the Danish and Bulgarian people were mobilized to save Jews, which was accomplished in a myriad ways by regular people, without vast resources, and in front of and in defiance of Nazi eyes. These people surely feared the Gestapo as much as anyone else. Yet the Danes and Bulgarians spoke out, they told the faithful in no uncertain terms what was happening and what they should and should not do, they mobilized, and as a result almost all Danish and Bulgarians Jews survived the war. And the saddest part of this story? The rescue of Denmark's Jews took place two weeks before the deportation of the Jews of Rome. Pope Pius chose not to follow this proven example.

    I haven't heard any of the "anti-Zionists" WHINE about the US taxpayer dollars supporting these "refugees" for over 60 years. MBS)The Balata refugee camp with its 20,000 residents is inside the West Bank city of Nablus - that is, within the jurisdiction of the Palestinian Authority.
    Most of Balata's current residents are the children, grandchildren, and great-grandchildren of the original refugees. Thus, a new baby born in Balata today is still designated by the UN as a refugee dislocated by the 1948 Arab-Israeli war and hence entitled to substantial material benefits for life, or at least until the conflict is settled.
    In UN schools and cultural clubs financed by American tax dollars, Balata's children, like the children in similar camps in Gaza and neighboring Arab countries, are nurtured on the myth that someday soon they will return in triumph to their ancestors' homes.
    While awaiting redemption, Balata's Palestinian residents are prohibited, by the Palestinian Authority, from building homes outside the camp's official boundaries. They do not vote on municipal issues and receive no PA funding for roads or sanitation.

Palestinians at Work Building Jewish Settlements - Ori Lewis (Reuters)
    For thousands of Palestinian workers, settlements mean food on the table. Palestinian officials say some 25,000 Palestinians are employed in settlements in the West Bank and east Jerusalem.
    The Palestinian Authority has told Palestinians to quit their jobs in settlements by the end of the year, but compliance could be patchy due to a lack of alternative employment in the West Bank.
    In the West Bank village of Hussan near Bethlehem, Ali, a Palestinian builder, spoke of new work opportunities rather than politics when asked about the expiration of Israel's construction moratorium.
    "What difference does it make? We have lived with Israelis and we will have to live together in the future. I'm pleased that I will be able to make a living."

Boycott Turns into "Buycott" for West Bank Lotions - Andy Campbell (Brooklyn Papers)
    Those who called for a boycott of Israeli-manufactured Ahava cosmetics ended up actually promoting the products as Brooklyn Heights residents flocked to Ricky's cosmetics shop with their wallets open.
    "I came in when I saw the flags - I think [the boycotters] are absurd," said Ginger Berman, who bought a tub of Ahava bath salts. "There are so many other big issues to protest, why this?"
    Ricky's employees said that they sell out of Ahava products every time there is a protest.

Israel Makes Major Gains in Raising Life Expectancy - Judy Siegel-Itzkovich (Jerusalem Post)
    The life expectancy of Jewish Israelis has increased significantly over the last 30 years and is longer on average than in the OECD countries.
    Even Israeli Arabs now live noticeably longer on average than Americans.
    Life expectancy in the U.S. grew by 4 years since 1980, and in the rest of the OECD it grew by 6 years. But for Israelis, both Jews and Arabs, the gain was over 7 years.

  • U.S. Asks Israel to Weigh 60-Day Settlement-Freeze Extension - Nicole Gaouette
    The Obama administration is proposing a 60-day extension of a suspension on Israeli construction in areas of the West Bank claimed by the Palestinians, in exchange for security assurances, according to a person briefed by American officials on the matter. The initial 10-month building ban lapsed Sept. 26. The administration wants to strike a deal to overcome the impasse before an Oct. 4 meeting of the Arab League in Cairo, where the issue will be discussed.
        "There is a multilevel conversation going on," State Department spokesman Philip J. Crowley said Tuesday in Washington. "The Israelis, the Palestinians, others in the region, the United States, everyone is advancing ideas and formulas that we hope will convince the parties to stay in the negotiation."  (Bloomberg)
  • Gaza's Troubled Tunnel Trade Swings into Reverse - Nidal al-Mughrabi
    Business has become so bad for Gaza's smugglers since Israel relaxed its blockade that some tunnel traders have turned into underground exporters. After Israel eased the blockade, over-priced clandestine imports from Egypt lost their allure as cheaper goods brought in through Israeli border crossings became available. Many smugglers went out of business. Easing the blockade has also led to a collapse of unofficial tax revenues which Hamas earned from the tunnel trade.
        Abu Khail, a Gaza tunneler, reckons 15 to 20 tunnels are now shipping to Egypt. "We're exporting raw materials like aluminum, copper, scrap metal, plus eggs, ducks and chickens," said one worker. (Reuters)

    "President Arafat instructed Hamas to carry out a number of military operations in the heart of the Jewish state after he felt that his negotiations with the Israeli government then had failed" after the Camp David summit in 2000, Hamas leader Mahmoud Zahar revealed on Tuesday. Most of the "military operations" were suicide bombings targeting Israeli civilians.   • Israeli-Palestinian Peace Talks Are Suspended. So What? - Elliott Abrams
    Israeli-Palestinian peace negotiations were suspended on Sunday, perhaps briefly and perhaps for months. Yet war hasn't broken out, nor will it. Peace negotiations between Israel and the Palestine Liberation Organization (PLO) have been an on-again, off-again affair since they began with the Oslo Accords in 1993.
        After Arafat's death in November 2004, negotiations between Israel and the PLO were almost continuous - until 2009. They broke down when the Obama administration made settlement construction the central issue. Abbas, who heads the PLO, could not allow President Obama to take a harder line than his own, so he echoed the demand. Under President Bush, an arrangement had been reached whereby the Israelis would build inside settlements but not expand them physically. The Obama administration junked that deal.
        The good news is that the West Bank's economy will grow 8% this year. Regarding security, cooperation between Israeli and PA forces has never been better. Most of this good news came, of course, during 18 months when there were no peace negotiations at all. Both sides want negotiations and sooner or later will find their way back to them. But Israelis and Palestinians could more easily find compromises if American officials would stop mentioning a freeze in every speech.   • Why Israel Allowed the Settlement Freeze to Expire - Uriel Heilman
    In media accounts, Israel's decision not to extend its self-imposed 10-month freeze on settlement building has been portrayed as a slap in the face to the Obama administration and creating more stumbling blocks to a final peace accord. But what is perceived around the world as Israeli stubbornness is seen much differently in Israel. In Jerusalem, it is the Palestinians who are seen as stubborn for sticking to their insistence that settlement building be halted before coming to the negotiating table. Never before had such a precondition been imposed on negotiations; in the past, Israelis and Palestinians talked while both continued to build in their respective West Bank communities.
        Having offered the freeze unilaterally 10 months ago to coax the Palestinians back to the negotiating table and satisfy U.S. demands for an Israeli good-will gesture, the Israeli government sees itself as the accommodating party whose gesture was never reciprocated. Perhaps most important, however, the freeze was seen by many Israelis as unfair. The vast majority of the 300,000 Jews who live in the West Bank are families living in bedroom communities within easy commuting distance of Jerusalem or metropolitan Tel Aviv. These Israelis saw themselves as unfairly penalized: Why were they barred from expanding their homes when their Palestinian neighbors were not? (JTA)
  • The Metaphor of the Falling Man - Benny Morris
    According to a metaphor coined (I think) by Jeffrey Goldberg, a correspondent for The Atlantic, a man (a Zionist Jew), to save himself, leaps from a burning building (anti-Semitic and Holocaust Europe) and lands on an innocent bystander (a Palestinian), crushing him.
        But the metaphor is disingenuous, and it requires amplification to conform to the facts of history. In fact, as the leaping man nears the ground he offers the bystander a compromise - let's share the pavement, some for you, some for me. The bystander responds with a firm "no," and tries, again and again (1920, 1921, 1929, the Arab Revolt of 1936-39 and the 1947-48 War of Independence), to stab the falling man as he descends to the pavement. Later, again and again, the leaping man, now firmly ensconced on the pavement, offers the crushed bystander a compromise ("autonomy" in 1978, a "two-state solution" in 2000 and in 2008), and again and again the bystander says "no." The falling man may have somewhat wronged the bystander, but the bystander was never an innocent one; he was an active agent in and a party to his own demise.   • Observations:
    • UN General Assembly Resolution 181, adopted in 1947 and known as the partition plan, recommended putting Jerusalem under UN control as a separate entity. The resolution was forcibly rejected by the Arab states and the UN never established the special regime for Jerusalem that it proposed. In fact, it failed to dispatch any forces to save the Old City when reports streamed in that its ancient synagogues were being systematically destroyed. Nevertheless, even after the war ended, leading diplomatic players including the U.S. insisted on resurrecting the idea of international control.
    • On December 5, 1949, Israeli Prime Minister David Ben-Gurion told the Knesset that Israel rejected the demand for internationalization of Jerusalem. He explained that the UN "did not lift a finger" when invading Arab armies tried to destroy the holy city and declared that Israel no longer viewed Resolution 181 as having any further "moral force" with regard to Jerusalem. On December 13, Ben-Gurion declared that the Knesset and the rest of the government would be transferred from Tel Aviv to Jerusalem.
    • Sixty years later, former Prime Minister Ehud Olmert has put forward a proposal for the Old City of Jerusalem, including the Temple Mount and the Western Wall, to be overseen by "an international trusteeship." According to Olmert, Israel would renounce its sovereignty over the holiest sites of the Jewish people located in an area called "the Holy Basin."
    • Yet there is no basis for the naive belief that internationalization might now work. In the past 20 years, international oversight of areas of conflict has ended with one disaster after another. In 1994, a UN force in Rwanda, made up of mostly Belgian paratroopers, abandoned the Tutsi tribe to acts of genocide by Hutu supremists, resulting in 800,000 deaths. A year later, UN peacekeepers in Bosnia abandoned the Muslims they were supposed to protect in Srebrenica and the Bosnian Serb army slaughtered more than 8,000 innocent people.
    • Poll after poll in the past decade indicates that Israelis are not prepared to concede Jerusalem, and especially the holy sites of the Jewish people. The impression left by this proposal badly weakens Israel's ability to defend itself, since it implies that Israel has lost its will and might be prepared to concede what has been - and will remain - one of the core values defining the identity of the Jewish people.
