Greetings-
My procedure -
1. I opened my tank and let it sit updie down and blew air into it for several minutes to drive out any gas fumes.
2. It still stank and had oily residue in bottom so I put some water, gravel and a few drops soap in it and shook it and swirled it arounds and poured it out. repeated until it it came out pretty clean.
3. blew it out dry again with mouth open down to let out any possible vapors.
4. At this point I figured anything that would vaporize and burn was washed out and l then I chopped in half with a 10 inch grinding wheel.
I dont know if the oily residue can burn or not but I felt better getting it out.

It will.
Water positively displaces any residual propane. Remove the valve, fill
it completely with water, dump it and cut by what ever means you choose.
