Pretty much any metal is going to move when you cut just one side, doesn't matter if it's HRS or CRS. Don't believe me? Try it. Machine one side and then check with an straight edge or wipe a clock across it. If you think just CRS has this problem you'll be surprised. HRS will probably move less but it will move none the less.
It's all about learning where the stress will show up and then machining it out. You could also normalize or anneal before you start. Put the piece in your furnace and turn up the heat. Then let it cool slowly. With HRS, buzz off all the mill scale with a grinder then skim one side, the other then the periphery.
