Human Rights Watch(HRW) points out too many governments are accepting the rationalizations and subterfuges of repressive governments, replacing pressure to respect human rights with softer approaches such as private dialogue and cooperation. Instead of standing up firmly against abusive leaders, many governments, including Fourth Reich(EU), adopt policies that do not generate pressure for change.
Barroso's nightmare is the freakish Greek government, October-18 mafia, which persecutes innocent dissident bloggers, using the cybercops as a political tool. Cry Barroso! HRW asserts the ritualistic support of dialogue and cooperation with repressive governments is too often an excuse for doing nothing about human rights. Fourth Reich's constructive dialogues are among the most egregious examples of this global trend.

Why on Earth Durao Barroso, Neelie Kroes, Viviane Reding, and Cecilia Malmstroem of the European Commission cannot rein in Graecokleptocrats? Dialogue and cooperation are important for addressing human rights concerns, and achieving cooperation is a key goal of human rights advocacy. But when there is a lack of political will to respect rights, pressure changes the cost-benefit analysis that leads a government to choose repression.

When governments expose or condemn abuses, condition military aid or budgetary support on ending violations, or call for prosecution and punishment of those responsible, it raises the cost to abusive governments. There was no mattress, no pillow, and no toilet facility in his jail cell. At night, the world renown had to urinate in a bottle! There was neither toilet paper nor soap. He lost his job, and his life is stolen forever by a deranged Greek minister.
HRW points out recent examples of failure to exert pressure include Fourth Reich's obsequious approach toward Uzbekistan and Turkmenistan, the West's soft reaction to certain favored African autocrats such as Paul Kagame of Rwanda and Meles Zenawi of Ethiopia, and the near-universal cowardice in confronting China's deepening crackdown on basic liberties. The most effective support for human rights in China in 2010 came from the Norwegian Nobel committee's awarding of the Nobel Peace Prize to imprisoned Chinese dissident Liu Xiaobo.

The entropy of an organization is proportional to the square of its size. The Greek government needs only four ministers, but it has forty.
