A democratic society, for being a society and for being democratic, needs structures of government inside which selected people are periodically appointed to care the collective interests. This composite unity of government is the center of an ampler productive organization that have the purpose to furnish the population with goods and services of primary necessity or however of fundamental importance for the civil living. Also inside these structures the public roles are periodically redistributed to the people. In fact both the governmental and the executive institutions are a collective property, a "Res Publica" as named by Latins, that must be shared among all its owners like is rightful for every common good.
A true democratic society has no fixed governmental authority neither fixed public executors. In no one public structure the people can remain besides a certain period. Otherwise, inevitably, the lack of a fresh human renewal with consequent tired stagnation would cause every kind and level of aridity, stiffness and corruption.
The whole central organization of a democratic society doesn't furnish only nourishment and logistic support. It is exactly what unites and holds together the people. It has the purpose to avoid that the society breaks up, against everybody's interest, in thousand rivulets of useless energy, by assembling instead people towards aims of great common interest. Also for this reason it is important that all the citizens have the possibility to participate in a concrete and therefore rewarded public life. Only by participating people can contribute to direct the society and mantain an happy thinking.
Out of the central organization it opens instead the field of the most free individual expression, free naturally till it will respect all and everything. It is out of the central organization that every human being can express more entirely and with the greatest intensity his/her own sensibility and creativeness, his/her own original personality. While inserted in the nucleus, we, even free to be ourselves, are however directed toward a collectively defined purpose. In the area external to the nucleus we are even more free, as we can also define autonomously the objective for which personally to work.
The two areas of a democratic society, the nucleus and the outskirts, should be capillarily communicating, to allow to every citizen to easily pass from the outside toward the center and vice versa. In this way we realize a circulation of experiences and perceptions that constantly enriches the two different parts of the whole social unity. Besides, by allowing, not by imposing but simply by furnishing to whoever wants the concrete possibility to change area of competence, all the information relative to a matter doesn't stagnate in it. On the contrary, by flowing, it can bedew of precious knowledges every angle of the society. In this way we can complete the focused vision given by the specialization with the organic vision given by the mobile approach.
In a democratic society people, and therefore the ideas, circulate freely. Democracy consists exactly in the circulation of people and ideas. When the circulation interrupts itself and closed structures appear immobilizing people and ideas, democracy disappears and the society immediately begins to suffer. Justly, indeed, because its immobility goes literally to bang with the dynamic character of the reality. By not succeeding to grab the always mutable demands of life, the society doesn't succeed in facing them, suffering the due consequences.
Today our countries cannot still define themselves completely bloomed democracies. The countries of the world, too soon defined democrats, are still like buds only just disclosed that a sudden cold can suddenly kill. All of us, that sincerely pant the social progress and love liberty, have the responsibility to modify all those situations and structures that prevent the people and the ideas to circulate and the democracy to affirm in all its potential.
The public administrations must open their doors and let people flow inside them. Before it is too late. Before the governments close again their doors too.
