I agree. It is those small screws that need this clamp the most. It would be
easy to scale the vise down to fit sizes below 6-32 if I could get a
matching end mill.

This is a nice one and is very close to what I would have done. You
mentioned making such clamps for larger bolts but I might suggest that the
real advantage is for smaller bolts and machine screws. A 3/8" bolt is far
easier to handle at a grinder than a 2-56 screw. I'm only commenting at
all because small screws are a real pain at the grinder.
