All right, I propose not to rely exclusively on punishment and a threat of punishment when it comes to trying to get everyone to act ethically. I think that it is time to start teaching Ethics to all school children. I think that teaching Ethics is as important as teaching math or science. When it comes to Ethics, my personal favorite is Utilitarian Ethics. Utilitarian philosophers believe that it is best to act in such a way that as many people as possible would benefit from it as much as possible. My information about Utilitarian philosophers comes, in part, from a later edition of the book "Philosophy Made Simple".
My other proposal is for giving government employees bonuses for finding ways of helping more and more people with less and less money while improving the quality of service. These bonuses could be, for example, 10% of the first year's projected savings after a proposal that has made by a government employee is implemented. Giving bonuses for this may make it possible to balance the federal budget and the state budgets. I propose giving bonuses to municipal employees for finding ways of helping more and more people with less and less money while improving the quality of service too.
