British Foreign Secretary William Hague told Parliament on Wednesday that Iran has conducted secret tests of ballistic missiles capable of carrying nuclear warheads.
Hague said secret Iranian tests of nuclear-capable missiles contravene UN Security Council Resolution 1929.
He also accused Iran of engaging in covert experiments with rocket launchers.
Saudis Will Build Nuclear Weapons If Iran Gets Them - Jason Burke (Guardian-UK)
Prince Turki al-Faisal, a former Saudi intelligence chief and ambassador to Washington, warned senior NATO military officials earlier this month that if Iran comes close to developing a nuclear weapon, the existence of such a device "would compel Saudi Arabia...to pursue policies which could lead to untold and possibly dramatic consequences."
A senior official in Riyadh who is close to the prince said on Tuesday, "We cannot live in a situation where Iran has nuclear weapons and we don't....If Iran develops a nuclear weapon, that will be unacceptable to us and we will have to follow suit."

Protesters clashed with Egyptian security forces for a second day Wednesday over the pace of police brutality prosecutions and other grievances, after more than 1,000 people were injured in clashes which erupted outside the Interior Ministry on Tuesday.
Riot police used tear gas, rubber bullets and birdshot to defend the Interior Ministry, which oversees the Egyptian police, from protesters who attacked with rocks and gasoline bombs.

Controversial Arab-Israeli Islamist leader Sheikh Raed Saleh has been arrested in London after entering Britain in defiance of a government ban, Home Secretary Theresa May said Wednesday.
British authorities have begun arrangements to deport Saleh, who is the head of the radical northern wing of the Islamic Movement, and have launched an investigation into how he managed to enter the country, she said.

The U.S. Senate unanimously passed a resolution on Tuesday that threatened to cut off aid to the Palestinian Authority if it continues to seek a unilateral declaration of Palestinian statehood. The resolution also reaffirmed U.S. opposition to any Palestinian government that includes Hamas unless the group renounces terrorism and is willing to make peace with Israel. Led by Sens. Ben Cardin (D-Md.) and Susan Collins (R-Maine), the resolution had 88 co-sponsors.
"The Senate has delivered a clear message to the international community that United Nations recognition of a Palestinian state at this time does not further the peace process," Cardin said. "A permanent and pe aceful settlement of the Israeli-Palestinian conflict can only be achieved through direct Israeli-Palestinian negotiations." A similar measure is under consideration in the House of Representatives. (JTA)

The U.S. has decided to resume formal contacts with the Muslim Brotherhood in Egypt, a senior U.S. official said on Wednesday. "It is in our interests to engage with all of the parties that are competing for parliament or the presidency," said the senior official.
There is no U.S. legal prohibition against dealing with the Muslim Brotherhood, which is not regarded by Washington as a foreign terrorist organization. But other sympathetic groups, such as Hamas, which identifies the Brotherhood as its spiritual guide, have not disavowed violence against Israel.
Elliott Abrams, a deputy national security adviser handling Middle East affairs under former President George W. Bush, said he f avored dropping the ban on formal contacts - but approaching any actual dealings with great caution. Abrams said positions espoused by some Brotherhood members - such as favoring religious tests for public office, questioning the rights of women and limiting freedom of religion or speech - were "anathema" to the U.S. Noting that there are splits among Brotherhood members, Abrams said, "We have to think about whether we can use meetings to deepen those splits and to help, quietly, those who are trying to moderate the positions of the Brotherhood." Sensing the revolution that overthrew President Hosni Mubarak is slipping from their grasp, activists and opposition groups are pressuring the ruling military council to postpone Egypt's elections in Se ptember amid fears that Islamists and members of the former regime will gain too much power. Two members of Congress said U.S. citizens who join a flotilla planning to break Israel's embargo of Gaza should face prosecution. "Israel's blockade of terrorist territory is absolutely legal," Congressman Gary Ackerman said during a visit to Jerusalem Tuesday with a fellow Democratic representative from New York, Nita Lowey. "And the people who would run an international legal blockade are subject to the legal ramifications of all countries, including the United States."
Americans taking part in the flotilla may "violate U.S. civil and criminal statutes" against "conspiring to deliver material support" to terrorist organizations, the State Department said last week . Hamas is classified as a terrorist organization by Israel, the U.S. and the EU. (Bloomberg)

Government sources on Wednesday confirmed that Israeli and American officials are continuing their efforts to jump-start negotiations with the Palestinians, while Jerusalem is hoping to secure France and Britain's objection at a UN vote on the declaration of a Palestinian state. Germany and Italy have already announced that they will object to a unilateral declaration of statehood. (Ynet News)
A senior Jordanian official says the Hashemite kingdom will vote against a Palestinian statehood bid scheduled to be put before the UN General Assembly in September. "Jordan's top national interests will be in danger if the Palestinian Authority declares statehood unilaterally - especially in everything related to the issue of refugees, water, Jerusalem, and the borders," the UAE-based al-Bayan quoted a Jordanian state official as saying. The report says Jordanian Prime Minister Marouf Bakhit publicly expressed this opinion in a speech two months ago. (Ynet News)
Bureaucratic delays, strikes at Greek ports and damaged ships continue to delay the Gaza-bound flotilla, which was originally scheduled to set sail at mid-week. Huwaida Arraf, one of the heads of the Free Gaza Movement, said Wednesday that the flotilla will likely not set sail for a number of days. (Jerusalem Post)
Despite the naval blockade on Gaza, the Israel Defense Forces ensures the daily transfer of nearly 6,000 tons of goods and roughly 260 truckloads via Kerem Shalom, an Israel-Gaza land crossing. Lawfully enforcing the naval blockade on Gaza allows the Israeli Navy to limit rocket and missile attacks into Israel by Hamas, Islamic Jihad and other terrorist organizations. Observations:
The second flotilla is coordinated by Muhammad Sawalha, a senior UK-based Muslim Brotherhood figure connected to Hamas. Many of the participating organizations can be directly linked with the Union of Good (UoG), a coalition of European charities affiliated with the Muslim Brotherhood, which in 2008 was designated as a terrorist organization by the U.S. Treasury for transferring funds to Hamas. The UoG was initiated by Sheikh Yusuf Qaradawi, leader of the Muslim Brotherhood on a global scale, in 2000.
Other main organizers include the anti-Israel International Solidarity Movement (ISM), as well as far-left socialists from Europe and th e U.S. Many of the flotilla's main organizers have stated that its prime aim is to create provocations and harm Israel's image.
Thus, far from being a peaceful, humanitarian effort to support the Palestinians in Gaza, the flotilla should be seen as a major, pro-Hamas effort to delegitimize Israel by a "red-green alliance" of leftists and Islamists. (Institute for Contemporary Affairs-Jerusalem Center for Public Affairs)
It is time for the international community to take a stand against Syria's use of violence against its citizens. The UN Security Council should direct the International Criminal Court in The Hague to investigate whether Syrian President Bashar al-Assad is guilty of crimes against humanity. Initiating an ICC investigation in Syria now would create a powerful incentive for Mr. Assad to choose reform over further repression. Gaza Rights Group Urges Hamas to Investigate Detainee's Death(Xinhua-China)
The Palestinian Center for Human Rights (PCHR) based in Gaza on Monday called on Hamas to investigate the death of a Palestinian inside a Hamas police station.
Relatives of Ibrahim al-Araj said there were signs of torture on his body.
In May and June, three people died of torture in Hamas detention facilities and a fourth man was sent to hospital in critical condition, according to the PCHR.

UN recognition of a Palestinian state would largely be a symbolic victory, Palestinian Prime Minister Salam Fayyad said Tuesday. Fayyad, a political independent who has focused on trying to build a state from the ground up, warned against raising the expectations of ordinary Palestinians. "It is not going to be a dramatic result," said Fayyad. Asked if anything would change on the ground after UN recognition, he said: "My answer to you is no. Unless Israel is part of that consensus, it won't." (AP)
Two months after announcing a surprise reconciliation deal to end years of feuding, rival Palestinian groups Hamas and Fatah remain unable to implement their accord. "I did not believe that this reconciliation would go anywhere," said political analyst Hani Habib. "The problem is that there is no willingness on the side of Hamas or Fatah to bring about reconciliation on the ground." Forging Palestinian unity was regarded as crucial to giving credibility to the push for independence, and to prepare for long-delayed elections.
Although well over 100 countries are expected to back the Palestinians at the UN in September, the U.S. has made clear it intends to veto any resolution brought before the UN Security Council - a m ove likely to doom efforts to secure full UN membership. (Reuters)
The departure of a pro-Palestinian flotilla planning to break Israel's naval blockade of Gaza has been delayed, largely because of the efforts of an Israeli advocacy group, both sides said Tuesday. Greek authorities have detained two of the ships docked in Athens, including an American vessel, after the Israeli advocacy group Shurat HaDin-Israel Law Center submitted a complaint to the Greek Coast Guard suggesting that seven of the ships might be lacking insurance or were improperly registered.
Shurat HaDin has also contacted about 30 maritime insurance providers to warn that insuring the vessels may leave the companies open to prosecution for aiding a terrorist organization, said Nitsana Darshan-Leitner, the director of the group. (New York Times)

In a last-minute effort to stop the Palestinians from seeking unilateral recognition at the UN in September, the Mideast Quartet is planning to present a new international peace plan based on President Obama's Mideast speech on May 19, at a summit in Washington on July 11, senior Israeli and European officials said Tuesday.
The Quartet summit will convene following pressure on the U.S. by Germany, France, and Britain to present an international peace plan. U.S. envoys Dennis Ross and David Hale conducted two rounds of talks in recent weeks with Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas in an effort to draw up a formula for a compromise whi ch will be used to invite both sides to engage in direct negotiations in the U.S. (Ha'aretz)
Withdrawn insurance, alleged sabotage and Greek bureaucracy have dealt a setback to organizers of Freedom Flotilla 2, who said on Tuesday that departure to Gaza might be postponed until next week. In addition, only 350 people are expected to participate, compared with an estimated 700 people on board last year's flotilla. (Jerusalem Post)

Israel has invested significant intelligence assets into assessing who and what is on the vessels expected to sail soon for Gaza so that "this time Israel won't be surprised," Israeli diplomatic officials said on Tuesday. Government officials said it was eas ier to obtain information about the ships and the passengers this time because the Greek authorities, who have come out strongly against the flotilla, have been much more cooperative than the Turkish authorities were last year. In the coming weeks, "Palestinian delegations will make the rounds of nearly a dozen countries to try to drum up more support for their bid to have the United Nations recognize a Palestinian state," AP reports. Later this summer, Palestinian ambassadors will all fly to Madrid to discuss their European strategy. Here's a question for Congress: where is the travel money coming from? Diplomatic junkets don't grow on trees. The U.S. forks over an estimated $600 million to the Palestinians each year. It is reasonable to assume that Congress has been paying for the Palestinians' diplomatic end run around Washington. Even if the UN votes in favor of a Palestinian state in September, Hamas, which represents many Palestinians, has made it clear that it would never recognize Israel's right to exist or accept the two-state solution. Hamas wants all the land, from the Mediterranean to the Jordan River. That is why any resolution adopted by the UN would not bring peace to the Middle East.
Abbas has raised the expectations of many Palestinians to a dangerous level, as many are now expecting to wake up in September to see a new state. But when that does not happen, and the Palestinians realize they have been once again sold false promises, they could turn to violence not only against Israel, but also against their leaders in the West Bank. WASHINGTON – The US Senate passed a resolution late Tuesday threatening to cut off aid to the Palestinian Authority should it seek a unilateral declaration of statehood at the UN.
The non-binding resolution, sponsored by Democratic Senator Ben Cardin of Maryland and co-sponsored by 88 of the body's 99 other senators, passed by unanimous accord.
The measure declares that the Senate "will consider restrictions on aid to the Palestinian Authority should it persist in efforts to circumvent direct negotiations by turning to the United Nations or other international bodies." It also calls on US President Barack Obama to veto any such UN proposal and to lead an international diplomatic campaign against the Palestinian effort...

In an implicit admission that Israel is so threatened by terrorism that it is not only surrounded by countries and territories that produce terrorists but also unwillingly harbors terrorists within its own territory in a way that most other nations in the world do not, the Obama administration is currently listing Israel among 36 "specially designated countries" it believes "have shown a tendency to promote, produce, or protect terrorist organizations or their members."
Also included on the list--separately from Israel--are the Palestinian territories of the West Bank and Gaza, as well as Egypt, Jordan, Syria and Lebanon, the four nations bordering Israel.
All but five of the nations included on the administration's "specially designated country" list have majority Muslim populations (see the list below).
The five countries on the list that do not have majority Muslim populations--Kazakhstan (47 percent Muslim), Eritrea (36.5 percent Muslim), Israel (16.9 percent Muslim), the Philippines (5 percent Muslim) and Thailand (4.6 percent)--have had internal problems with radical Muslim terrorists, as reported [2] by the State Department. The State Department has designated Eritrea as a country that is "not cooperating fully" with U.S. anti-terrorism efforts...

A U.S. senator wants U.S. special operations forces to help Israel halt a Gaza-bound international aid flotilla that includes a vessel carrying a number of American veterans, one of whom is a Sailor who served aboard the USS Liberty, the ship that Israel infamously attacked in 1967.
In a report drafted following a visit to Israel in early June, Sen. Mark Kirk, R-Ill., says the United States should "make available all necessary special operations and naval support to the Israeli Navy to effectively disable flotilla vessels before they can pose a threat to Israeli coastal security or put Israeli lives at risk."
The U.S.-flagged ship, called "The Audacity of Hope" -- the name of President Obama's 2006 book -- is currently docked in Greece and is supposed to set sail by the end of this week along with ships from Ireland, Spain, Italy, Greece and other countries. Rep. Frank Wolf, R-Va., asked the IRS Monday to investigate whether the Council on American-Islamic Relations (CAIR) has illegally received or solicited funds from foreign governments.
The letter, sent to IRS Commissioner Douglas Shulman, was written in response to news that CAIR has lost its IRS tax exempt status for failing to properly file annual tax reports, known as form 990s, for three years in a row.
The fact that CAIR's donations are no longer tax deductible was exposed last week by the Investigative Project on Terrorism. CAIR's national entities, CAIR-National and the CAIR Foundation, were both included on a list of hundreds of thousands of organizations that had lost their status for failing to file the paperwork.
But Rep. Wolf indicated that CAIR differs from those thousands of other organizations because it was listed as an unindicted co-conspirator (UCC) in the case of a U.S. Muslim charity found guilty of funneling millions of dollars to Hamas. When CAIR tried to have its named removed from the UCC list, a U.S. district court judge declined to strike CAIR's name...

The situation room is designed to disseminate public diplomacy on the Internet via messages, photos, video clips and additional materials, with emphasis on Diaspora communities, as well as Jewish organizations and friends of Israel around the world, that are seeking to assist public diplomacy activities in their languages and local environments. P articipating in the exercise were professional elements from the Ministry, along with representatives from the Prime Minister's Office, the Foreign Ministry, the IDF Spokesperson, the Government Press Office, the Jewish Agency and public diplomacy organizations...
Minister Edelstein said that, "Given the provocation by the flotilla, which is entirely designed to attack Israel's image around the world, we established a special situation room that will ensure coordination between Government officials, Diaspora Jewish communities and friends of Israel around the world. We are here to expose the true face of the terrorist organizations and the inciters to hatred that have organized the flotillas and which disseminate messages and photos in real time over the Internet. I am certain that alongside us will stand significant force multipliers in the form of thousands of activists from Jewish communities around the world."
