That individual may or may not be mentally ill. A lot of people are simply wrong about almost everything. They seem to believe, for example, that being mostly negative can produce a positive result! They seem to be completely unaware how to effectively deal with their negative emotions. By the way, what are the most effective ways of dealing with negative emotions? I am aware of only three. The first one is expressing them on a piece of paper and then throwing that piece of paper away. The second one is doing what the book "To Love Is to Be Happy With" recommends doing. The third one is doing what the book "Loving What Is" recommends doing.
