since it was inter-state US mail (USPS) you could contact the US Postmaster General's office regarding "mail fraud". State you problem explaining it was inter-state (that way the Feds have jurisdiction) and mailed via the USPS (in which case again the fed have jurisdiction.) THEN inform the company, in writing, that you have done so. I think you will be surprised how coorperative that company will become!
