I do not know but if we are going to go to swivel, why not just get something like a roller that Harbor sells. Last time I saw it was $9.99

Makes sense to me. So as long as you only use it on one level, it will be fine.

It just occurred to me, I wonder if swivel wheels might work here. A second set that contacts when the cart tilts back would be helpful both when moving forward and sideways.

You beat me to it, the bending moment on the support shaft worries me also. Moving the pivot bearing closer to the wheels and increasing the support shaft diameter would help.
