Downsizing a country makes a lot of sense. Small is beautiful and efficient. The best State is the city-state. A city-state is an independent country whose territory consists of a city. The city-states of ancient Greece, such as Athens, Sparta, Thebes, and Corinth, have shown that the smaller the state, the better it is. The issue which bothers Vaclav Klaus most is the accelerating move towards global governance which means towards the weakening of the traditional pillar of democracy – of the nation states. It is very fashionable to argue now that due to globalization, which means internationalization of human activities, we need global governance.
Klaus does not agree. The fact that similar problems occur in many countries does not mean that they are global and that they should be solved and avoided by using less of markets and more of governments. The unstoppable and basically positive internationalization of human activities doesn't ask for centralistic solutions. We have many reasons to be afraid of governance, both domestic and global.
Nullification is the right of a member country of a federation to nullify any federal law which that state has deemed unconstitutional. Because the sovereign countries formed the federation, they hold the final authority regarding the limits of the power of the federal government. The member countries and not the Federal Bench are the ultimate interpreters of the extent of the federal government's power. Klaus asserts the solution of the pressing problems of our era doesn't lie in creating new governmental and supranational agencies. It is also not about the technicalities of these solutions. It is about democracy and democracy needs demos, democracy needs citizens and citizenship – without them democracy cannot be constituted.
Nullification declares that member countries of a federation must judge the constitutionality of the acts of their agent, the federal government, since no impartial arbiter between them exists. When the federal government exercises a particularly dangerous power not delegated to it, the countries must refuse to allow its enforcement within their borders. Nullification defies the unexamined premise of the entire political spectrum, according to which society must be organized with a single, irresistible power center issuing infallible commands from the top.
Klaus muses that we can't have democracy at the level of the European Union, with 27 different nation states. Similarly, there can't be democracy at the level of the world. It is possible to have an efficient intergovernmentalism but not a democratic world-wide supranationalism. Recent attempts to start organizing global governance on the basis of organizations like G20 are unacceptable.
Europeans consider the European Union null and void confederation, because they did not vote for any constitutional treaty! Eurokleptocrats pulled off the biggest powergrab in history by imposing a camouflaged constitution, bypassing all nonos. The Nazi dream for Europe was finally fullfilled - ein Volk, ein Reich, ein Fuehrer - one people, one empire, one leader. The Lisbon Treaty is Eurokleptocracy's Pyrrhic victory. It created a confederation, Fourth Reich, without a popular foundation. EU lacks legitimacy among Europeans. Eurokleptocrats created a situation where the citizens of slave States live their lives with a resigned feeling that the EU project is not their own.
Klaus points out that a special case is Europe. In the 1950s, the leading idea behind European integration was to liberalize, to open-up, to remove barriers at the borders of individual European countries, to enable free movement of not only goods and services but of people and ideas around the European continent. It was a positive concept. The situation changed during the 1980s and the decisive breakthrough came with the Maastricht Treaty in December 1991.
Integration had turned into unification, liberalization into centralization of decision making, into harmonization of rules and legislation, into the strengthening of European institutions at the expense of institutions in member states, into the growth of democratic deficit, into post-democracy.
It was shifted further in the same direction by the Lisbon Treaty in 2009. The EU has been gradually changing from community of cooperating nations to the union of non-sovereign entities. We see that the move towards an ever-closer Europe – without an authentic European identity and an European demos – leads to the accelerated formation of supranational bureaucratic structures. It tends to restrain freedom, democracy and democratic accountability, not to speak about economic efficiency, entrepreneurship and competitiveness.

The recent problems with the euro demonstrate it quite convincingly. When Klaus had been criticizing the concept of the artificially created European common currency for the last two decades, no one wanted to listen. It does not give Klaus any pleasure to see now that he was right. It would have been better for Klaus – as for someone who lives in Europe – if he were wrong.
Fourthreichian monetary unification is the Trojan horse for overall harmonization of economic rules, policies, and laws in Fourth Reich. Any eurozone problem is interpreted as a consequence of the lack of harmonization and leads to another wave of a creeping harmonization. Following every crisis meeting with Napoleon Sarko, Chancellor Merkel always declares that coordinating tax policies and labor laws is not just about currency issues but also about political cooperation, which has to be deepened. In other words, more enslavement to Brussels, transforming the confederation to a federation!
Klaus asserts that fighting for freedom remains the issue of the day even in the 21st century. We should not become victims of new progressive "isms" dreaming about changing the world and perfecting the men defended and promoted by political correctness. We should stand up for our good libertarian beliefs and convictions.
