Mexican gov't expands expat money-transfer program to Carolinas

Raleigh –  The Mexican Consulate General in the Carolinas announced the expansion to the region of "Direct to Mexico," a secure, affordable money-transfer service.

North Carolina joins 27 other U.S. states where the program is available. The service is offered by Mexico's U.S. consulates and the Institute for Mexicans Abroad.

"The program allows significant savings for migrants by offering low fees and a more favorable exchange rate, but the most important thing is that we can educate our compatriots about the essential and secure" aspects of money transfer, the consul general for the Carolinas, Carlos Flores Vizcarra, told Efe.

Jorge Jimenez, the head of international payments for the U.S. Federal Reserve, explained to Efe that the program arose as part of the bilateral Partnership for Prosperity, launched in 2001.

Mexico's central bank and the Fed agreed to study possibilities to interconnect their payment systems via an efficient mechanism to reduce costs for U.S. retirees living in Mexico.

Since February 2004, customers of U.S. financial institutions that are part of Direct to Mexico can send payments to any bank account in Mexico. The plan expanded last year to include Mexico's Telecomm-Telegrafos.

The Los Angeles Redistricting Committee's new constituency lines met with fierce opposition by the Mexican American Legal Defense and Education Fund (MALDEF). The Los Angeles County Board of Supervisors provisional-redistricted map failed to generate a second "Latino-majority supervisorial district."

MALDEF contends five of the County Supervisors neglected their obligation to create a second all-Latino district as mandated by the federal Voting Rights Act.

The U.S. Third Circuit Court of Appeals vacated a mandate that declares Hazleton's immigration ordinance unconstitutional, the mayor confirmed Tuesday.
The development comes after the U.S. Supreme Court in June ordered the federal appeals court in Philadelphia to take another look at Hazleton's case.
Hazleton Mayor Joseph Yannuzzi called the development "good news" for the city and puts the city's controversial immigration law back in the hands of the Third Circuit court.
"The initial decision was in favor of the plaintiff - they said it was unconstitutional," Yannuzzi said of the original appeals court ruling last year. "Now they had to vacate that decision and review it again. What it means is that it's going to be some other decision than what it was."
Attorney Kris Kobach, who wrote the law, said the development amounts to the Third Circuit court formally vacating, or erasing, its prior decision.
With the Third Circuit ruling "gone," Kobach said the American Civil Liberties Union and Mexican American Legal Defense & Education Fund will not be able to cite the Third Circuit ruling in Hazleton's case while opposing similar illegal immigration laws that have surfaced in other parts of the country.
"It's not only a victory for Hazleton but a victory for cities in other parts of the country," said Kobach, who now serves as Kansas secretary of state.
Officials at the ACLU's Northeast Pennsylvania Chapter did not return a call seeking comment on Tuesday

County food stamp program comes under scrutiny

GRAHAM — The county's food stamp program came under scrutiny on Tuesday during an Alamance County Department of Social Services meeting.

Caroll Wood said she wants to see a better explanation provided in the county's monthly Food and Nutrition Service report on how food stamp benefits are distributed through illegal immigrants.

Wood serves on the county DSS Board. She met with her fellow board members on Tuesday and questioned why non-qualified alien heads of households were included in the monthly food stamp recipient household report.

Great letter from a Puerto Rican found it in the Univision forum
( I do not have a link - but it is a great letter to read anyways - Ruthie)

The word Hispanic helps La Raza lump us all as one huge Latino community which is not true. You are a descendant of people who came from a Spanish speaking country. If your ancestors came from Mexico, then you are an American of Mexican descent. Please stop using false term of "Hispanic."
For many years I have protested against the term "Hispanic" as a contrived governmental label with no validity that has taken root worldwide. There is no such thing as an "Hispanic" or "Hispanic culture." There are 21 individual countries around the world that speak Spanish. In most cases the Spanish language is the only thing they have in common. This false term has now become synonymous with being in favor or supporting illegal immigration. Both the term and premise are wrong.
You and I, that have been burdened with the false label of "Hispanic," are living proof that many of us do not favor or support illegal immigration. Also, that we would label the securing of our borders as racist. We are in favor of legal immigration. We fully understand that 12 million illegal aliens in our country constitutes an invasion. We see, on a daily basis, the ripple effects of this invasion. For example, for every illegal working in a vegetable market or construction site there is a wife and multiple children being supported by we the tax payers of this nation. They use our schools, health facilities, social welfare resources, and infrastructure while contributing little or nothing to the public coffers. A good portion of their illegal income (illegal because they do not have the right to work here) is a large part of their native countries gross national product. We know that counties like Mexico depend on these illegally obtained American dollars to bolster their failing economies, and relieve political and social unrest.
Like you, I too was born in the United States. As a proud American of Puerto Rican descent my grandparents were not immigrants when they moved to mainland USA. I often ask those who label Puerto Ricans as immigrants: "Do you consider an Alaskan or a Hawaiian who moves to the mainland USA to be an immigrant?" The history of Puerto Rico, and its unique connection to the USA, is written in the blood of thousands of Puerto Rican soldiers that have fought, and died along side of their mainland brothers since WWI. Yet, this special relationship is lost as we are lumped together with every Spanish speaking legal and illegal immigrant in the USA under the banner of "Hispanic." Further, I am against all of these celebrations and parades all in honor of this false title and premise.
There are, however, 44 countries that speak English. Using the very same criteria that is used to put all immigrants (legal and illegal), and the descendants of people who came from a Spanish speaking countries together as "Hispanic" I'd like to see the descendants of these 44 English speaking countries bound together, as we are, under a term such as "Britannic." Further, I'd like to see them marching down 5th Avenue in New York City celebrating "Britannic Culture," "Britannic Music," "Britannic food" ….get the picture? People like you and I need to accept the term "Hispanic" when all the English speaking people of the world start calling themselves "Britannic."
You wrote: "I don't cause damage to the United States, I pay my taxes. I work and I do not live off the government. By birth, I am guaranteed the constitutional right of freedom of speech." Well, continue to stand strong for you are not alone. There are many of us who hold our political leaders, and the Spanish speaking media responsible for propagating the notion that the United States of America is the only nation in the world that does not have the right to protect its borders or enforce its laws. Further that this is the only nation in the world where someone can enter illegally then protest en masse demanding amnesty and rights. We who are patriots, veterans, fellow citizens, and American descendants of people who came from Spanish speaking countries do hereby proclaim that we are against anyone and everyone who has entered our country illegally. We believe that the only rights that an illegal immigrant should have in United States are the rights to be detained and deported.
