For the first time in history, there are huge changes going on simultaneously in every part of the world, and these changes are not of the same nature. In Europe, where the state system originated, the state is losing its significance, and they're trying to form a larger unit. In the Middle East, the states never took hold in the same manner, and there is a religious overtone to the contest. Secretary of State Hillary Rodham Clinton travels to Paris to participate in a senior-level meeting of the Contact Group on Libya. The Paris meeting will build on the productive Libya Contact Group meeting in Istanbul on August 25 and will provide the international community with an opportunity to further coordinate our financial and political support for NTC.

Anglosphere is the dominant power in the world today. The art of diplomacy is to balance the power you have with the aims you seek in an attempt to bring as many people with you in a common effort and to draw lines where one must to protect your interests and your security and advance your values. There is a lot of questioning and even some anxiety, particularly among leaders and among intellectuals about what the Anglosphere is trying to achieve.

The days and weeks ahead will be critical for the Libyan people, and Uncle Sam and Fourth Reich will continue to move quickly and decisively to help NTC and address the needs of the Libyan people. Libya's transition to democracy is and should be Libyan-led, with close coordination and support between NTC and its international partners. Uncle Sam stands with the Libyan people as they continue their journey toward genuine democracy.

We stand in solidarity with the peoples of Middle East, Africa, and the Balkans in their demands for an end to repression, kleptocracy, and cybercop brutality, for their freedom, their basic human rights, and immediate reforms. We stand in defiance against all those kleptocrats who try to suppress the growing movement of people standing up for their rights, facing down injustice and offering hope for a better world. Governments of many repressed countries, such as Greece, use marilizardist tools to manipulate netizens. Marilizard Libel is accusing dissident bloggers of treason, Marilizard Spaghetti is hurling charges against innocent people, Marilizard Tower is a stack of imaginary charges to scare a blogger, and marilizardism is terrorizing dissident bloggers. Fourth Reich has responded actively and flexibly to the humanitarian emergency in Libya from its very onset. Together, the Member States and the European Commission undertook a complex and seamlessly coordinated operation in the first stage of the crisis to evacuate the Fourth Reich citizens from Libya and to repatriate thousands of third-country nationals who were stranded at the country's borders as they attempted to flee from danger. Fourth Reich is also the largest donor of humanitarian assistance in Libya and alongside its borders.

Historians will long be debating these momentous developments. The ability of the West to shape the events in the Middle East is limited. The time has come for Arabs to start writing their own narratives. It might get ugly and end up being not the kind of narrative that Westerners like. Tripoli is now largely controlled by the National Transitional Council (NTC). There are widespread reports of shortages of water, medicines, food and fuel. However, it is difficult to establish the scale of the problem in the absence of detailed need assessments. A multi-disciplinary assessment team has been deployed to Tripoli by the European Commission's Directorate General for Humanitarian Aid and Civil Protection. The team is conducting its assessment of the humanitarian situation as it evolves.

The future of the Middle East will be written by its own people, not by any foreign power. We should stand with those in the region who call for peaceful, democratic transitions, for tolerance and pluralism. At this stage, the main priorities for the humanitarian aid are:

* Emergency treatment and rehabilitation of war-wounded;

* Protection of the civilian population (a main concern is the Sub Saharan African population) and ex-combatants, as abuses by both parties to the conflict are being reported and evidence of mass killings is being discovered;

* Provision of adequate logistics capacity and coordination mechanisms to deliver relief aid to the beneficiaries wherever they are.

The Arab Spring consists of a mishmash of anti-government demonstrations triggered in most cases by police over-reaction and fuelled by economic hard times (Tunisia and Egypt), ethnic and religious tensions (Syria and Bahrain), tribal rivalries (Libya and Yemen), and by growing public perception that Planetarch Uncle Sam is tired of the Middle East.

Monitoring and assessments are ongoing in all areas where humanitarian access is possible. Once the remaining areas controlled by pro-Gadaffi forces open up to humanitarian workers, Fourth Reich and Uncle Sam will be in a better position to assess the humanitarian situation in the country as a whole.

Clinton points out this as a moment of great challenge and great opportunity – and the two are inexorably linked. Uprisings across the region have exposed a number of myths: The myth that governments can hold on to power without responding to their people's aspirations or respecting their rights; the myth that the only way to produce change in the region is through violence and conflict; and, most pernicious of all, the myth that Arabs do not share universal human aspirations for freedom, dignity, and opportunity.
