I can see how this could be done on a lathe. We all have our favorite
machines. I tend to reach for my mill first unless it obviously is a turning
job.
In general, I find that machining small parts first and then parting off
works well. That would be true for the lathe too.

If you have difficulty hanging onto the little clamp, I suspect that
it would be quite easy to produce on the lathe, by holding the part in
a 4-jaw chuck... The step part would get a slight radius, but I'd be
tempted to do that anyway to make it match the radius of the block
that it clamps down...
