Well here what you said takes about a year, the licence is anual and needs to be renewed before it ends, otherwise it is the same whole process again. Then we have a theoretical exam that takes places nobody knows when but never more often than 2 or 3 times a year and nobody know where also. It can be 10, 200 or 700Km from where I live.
Practical shooting?? You must be joking!!!
We are being transformed in a theoretical people, doing things with our hands other than signing our name or typing at a keyboard are very, very underrated.
By the way, there is not even one police fire range in Portugal, there might be one on the police academy, but I'm not certain.
About a year ago there was a truck traveling all over the country so the policeman and women could practice some shots inside the cargo area of the truck.

Actually, Jose, I went to the police firearms range here in Barcelona,
to get a license.
Never followed up on it, but had fun shooting..
It´s not hard at all, for rifles, and only a bit more for hanguns.
Medical exam (30EUR or so), join a club, they post a notice, 30 days,
pass a shooting test, get a permit.
Permits are permanent or nearly so, and low cost.
