I wouldn't worry too much about the legal issues of birthright but most of these fellows do not conduct a retail shop and certainly won't tend to call back unless you are dealing with a large quantity of metal.
Stop by, say hello and see what chunks of lead they may have. In my area, the price they buy lead for is about $0.60-0.65/lb.
Now, if you have copper to sell - they will like to see you and will pay upwards of $3.70/lb (brite, clean copper).

Yes, you can, but sometimes the bastards won't call you back. I don't
remember what price they quoted me for lead tire weights, something like
35cents/lb or something, which was good at the time as far as price goes.
Not sure now. I did buy two 5 gallon buckets 2/3 full of weights from a
auto salvage yard for quite a bit less than that though. They didn't have
any bent aluminum wheels at that time, had just all been sold...
