Well, there are real issues concerning the legitimacy of some Palestinian charities. Of course, not all, but many.
It has always been corrupt:

I was so surprised that the so wealthy Arab countries didn't help their Moslem brothers. No oil I guess is why the rest of the world is not throwing money.
